During this stage, the consolidated documents are provided to multiple bidders, along with administrative details such as the project schedule, site conditions, payment terms, and cost breakdowns. This allows contractors to submit competitive bids. The owner then reviews the bids and, based on specific criteria and possibly through post-tender negotiations, selects the most suitable contractor for the project.

General review refers to a series of architectural services carried out during construction, which involve inspecting, assessing, and reporting on representative samples of the work. Throughout this phase, the client is kept informed about the progress and quality of the construction, as well as any defects or deficiencies identified during site visits and reviews.
